Section 3 Requirements

The City of Fort Wayne's Office of Housing & Neighborhood Services is committed to supporting programs, projects and partners that promote local economic development, neighborhood economic improvement, and individual self-sufficiency. The federal Department of Housing and Urban Development, OHNS's primary funder, requires that certain projects comply with Section 3 of the Housing and Urban Development (HUD) Act of 1968, which establishes that to the greatest extent feasible recipients of HUD funding must provide job training, employment, and contract opportunities for low- or very-low income residents in connection with projects and activities in their neighborhoods.

Public Services

The City of Fort Wayne receives Community Development Block Grant dollars annually from the U.S. Department of Housing and Urban Development (HUD) to fund activities that primarily benefit low- and moderate-income residents. Because of federal cuts to CDBG allocations over the years, many cities have stopped funding non-profit services. Mayor Tom Henry, however, continues his commitment to these non-profit services through the Public Services program

Approximately every 12 months, the City of Fort Wayne’s Office of Housing & Neighborhood Services invites non-profits to apply for grants to support programming that serves low- and moderate-income residents. A committee of area social service professionals helps score the applications and makes recommendations to Mayor Henry and the HANDS Board regarding funding. Criteria are based on goals for the use of federal funds that are developed in part with input from local residents.

Information for Developers

The City of Fort Wayne is pleased to partner with high quality, high capacity developers to undertake various projects in targeted areas of Fort Wayne.  In 2016-17, the Office of Housing & Neighborhood Services (“OHNS”) will make available several packages of properties available for acquisition for rehabilitation and/or new construction.  OHNS may provide development subsidy and other incentives related to these projects, as needed.  Developers interested in collaborating on these projects must register with OHNS. West Central Homes

Rehabs Create Affordable Housing Opportunities in West Central

As part of its efforts to positively impact property values for the West Central neighborhood by increasing home ownership opportunities, Housing & Neighborhood Services has rehabilitated the last of six homes in the area. All the homes were sold to individuals or families meeting low- to moderate-income guidelines and all were rehabilitated according to guidelines from the Historic Preservation Commission.
