Section 3 General Information

What is the Section 3?

Section 3 is a provision of the Housing and Urban Development Act of 1968, which recognizes that HUD funds are typically one of the largest sources of federal funding expended in communities through the form of grants, loans, entitlement allocations and other forms of financial assistance. Section 3 is intended to ensure that when employment or contracting opportunities are generated because a covered project or activity necessities the employment of additional persons or the awarding of contracts for work, preference must be given to low- and very low-income persons or business concerns residing in the community where the project is located. 

What is the Section 3 Business Registry?

The Section 3 Business Registry is a listing of firms that have self-certified that they meet one of the regulatory definitions of a Section 3 business and are included in a searchable online database that can be used by agencies that receive HUD funds, developers, contractors, and others to facilitate the award of certain HUD-funded contracts. The database can also be used by Section 3 residents to identify businesses that may have HUD-funded employment opportunities. Interested businesses may follow the link below to register.

Housing Developments

The City of Fort Wayne, through the Office of Housing & Neighborhood Services, is currently investing Federal dollars in the following developments. The investments create affordable housing opportunities for local residents, allowing them to pay rent based on their income.

Bottleworks Lofts
bottleworksThis $14.5 million affordable housing development includes the historic rehabilitation of the former Coca-Cola bottling facility, 1631 E. Pontiac St. The building will house 31 affordable rental units, on-site  management office, community room, business center, media room, fitness center, outdoor shelter and indoor and outdoor playgrounds. The development also includes 19 lease-to-purchase single family homes, each with a detached garage, located throughout the Renaissance Pointe neighborhood. The Landing
LandingThis $32.2 million project includes the historic rehabilitation of seven buildings and the construction of one new building at 111 W. Columbia St. The project includes 70 apartments and 56,000 square feet of commercial and retail space. The new building will replace a building that was built in the 1970s. The Landing Historic District is a local historic district and it is also listed on the National Register of Historic Places. For more information visit:

Posterity Scholar House
Scholar HousePosterity Scholar House is an affordable housing development that serves single parents enrolled full-time in school. Superior Lofts
superiorloftsThis $9.8 million development, located at 102 W. Superior St., includes the historic restoration of the former Graphic Packaging facility that was built in 1905. The building is being converted into 72 loft-style apartments, 21,000 square feet of commercial space and climate-controlled self-storage units. Vincent Village
2702 Gay StreetThe City’s most recent partnership with non-profit organization Vincent Village includes the rehabilitation of six homes, and the construction of one new home, in the Oxford Neighborhood.
