Annexation of Unincorporated Areas of La Cabreah and La Crista

Tentative schedule:
1) July 18 and 19: Three public meetings (information below)
2) July 10: Fiscal Plan Resolution and Annexation Ordinance is introduced to City Council
3) July 24: City Council discusses and adopts Fiscal Plan resolution
4) September 11: City Council holds a public hearing on the annexation ordinance
5) October 23: City Council discusses and votes on the ordinance
6) October 25: Mayor Tom Henry signs annexation ordinance
7) November 14: 90-day remonstrance period begins
8) February 12, 2019: 90-day remonstrance period ends
9) January 1, 2020: Annexation is effective; according to State statute, an annexation cannot take effect in the year preceding a decennial census, therefore the annexation effective date cannot be in 2019 and is pushed into 2020.

Residents of the area may sign remonstrance petitions at the following locations and times:
1) City of Fort Wayne Community Development Offices, Suite 320 Citizens Square
-Anytime now through February 12, 2019, Monday - Friday 8 a.m. to 5 p.m., excluding observed holidays

2) Allen County Public Library, Dupont Branch, 536 E. Dupont Rd.
-December 5, 12, 19, and 26 between the hours of 5 p.m. and 9 p.m.
-December 15 between the hours of 11 a.m. and 3 p.m.

A remonstrance petition may only be filed by an owner of real property that:
1) Is within the area to be annexed,
2) Was not exempt from property taxes under Indiana Code 6‐1.1‐10 or any other state law for the immediately preceding year, and
3) Is not subject to a valid waiver of remonstrance.

Public Art Program

On March 28, 2018, Mayor Thomas C. Henry and the Fort Wayne City Council established the Fort Wayne Public Art Program. Its formation was the result of a partnership between the City and Arts United who worked together on the formation of a program that would improve the quality of life for all residents through an investment in public art. The program is administratively supported by the City’s Community Development Division and primarily funded through private philanthropy and the Public Art Giveback Program, a funding instrument providing contributions from certain City-supported eligible redevelopment projects.

The Public Art program is overseen by a 13-member volunteer Public Art Commission made up of appointments from arts organizations, schools, as well as the City Council and Mayor’s Office.  The Public Art Program goal is to enhance the visual environment and strengthen the positive reputation, brand and stature of Fort Wayne and its neighborhoods by promoting and integrating public art throughout the city.

The Public Art Program is guided by the Art for All Public Art Master Plan completed in 2020.  The plan recognizes that the success of the Public Art Program will be built on the development of public art by intention, collaboration with partners, placement of public art at community desired locations and the ability to measure investment impacts  The plan was adopted in 2020 and the process included engagement with over 2,000 Fort Wayne residents through various activities and stakeholder focus groups.
